Unfortunately standards organisations make big money selling their specs so they are not likely to give them away free. Most standards organisation have web sites that will tell you what a particular standard refers to and will sell you a copy. If you want some details about materials try www.matweb.com and there are many links to other such sites on my own site www.gowelding.com including standards organisations.
