ASTM F 959 is not a material specification.  It is a specification for a type of washer: ASTM F 959 - 02 Standard Specification for Compressible-Washer-Type Direct Tension Indicators for Use with Structural Fasteners.  If you are not familiar with the requirements of a Direct Tension Indicator I would encourage you to obtain this specification before proceeding any further.  You can obtain this standard from ASTM at http://www.astm.org .
