When a WPS is developed for P1 materials and the PQR was done on A106 B material does this alow you to write the procedure for P1-group all materials?
 
Maybe. It depends on design conditions. Are impacts necessary? If so, then group number is an essential variable. As well, there are tighter thickness restrictions, etc. in impact tested applications. Review QW 25x for the applicable process.
Another potential issue could arise if your PQR tensiles broke in the base at < the minimum required TS for the filler metal.

You'd probably get a wider response if you posted this question in the welding forum.
