Why do ships have rudder washing system

I just saw that ship in the shipyard and could not make any comment about wyh there is a washing line over rudder like anchor washing. Even i searched on the internet, i found nothing.
 
It's one of two possibilities. There rudder stock bearings are water lubricated and the water is draining out of the cavity between the bearings.

Or, if it's a lot of water, there is likely a hole in the ship.
