Why can't use the number keys as hot keys?

I can not use the number keys as hot keys. I am not talking about the num lock numbers. I CAN use the number keys as hot keys if I use them with the ctrl or shift or alt keys.

The number keys at the RH side of the keyboard work for me, but the number keys atop the keyboard do not. I have no idea why that is.
