Which code requires 1% steel in concrete piers referenced in LPile?

Does ACI 318 require the 1% steel reinforcement (vertical rebar) that is referenced in LPile software for drilled concrete piers?

Also, if one tries to design the rebar for less than 0.95% the following warning appears: "This is permissible only if lateral geotechnical capacity is less than the shaft's structural capacity." This seems counter-intuitive. Can anyone shed light on this?
 
It's in the ACI 318 code for minimum column reinforcing, Chapter 10.9.1
 
It might be in the latest ACI 336.3R. My 1993 copy doesn't have anything specific but the latest (2006) might have it.

ACI 318 only has seismic requirements for piles in chapter 21. See §1.1.6 in ACI 318-11 for scope. The IBC requires cast in place piles to have 0.25% in Seismic Design Category (SDC) C and 0.5% in SDC D and higher. The reinforcing does not need to continue the entire length (see the IBC for requirements). The IBC may requires more in precast piles.
