Does anyone know what this is called and where I can find it? The silver cone shape rotates around the black part. This seems like a pretty standard part however I've done a pretty good search on the internet and haven't had much luck. Any help is greatly appreciated.

It appears to be a "core chuck" with an integral bearing. It is used to center rolls of material or cylinders on shafts. The integral bearing is less common. Normally the chuck mounts on a shaft that has bearings (a "live" shaft versus a "dead" shaft). Google "tapered core chuck".

It could also be called a live-center but that will lead to mostly machine tool parts.
