Where are the competitive bids?

I'd like to be a consultant one day and I'm trying to understand the competitive bid process.

How do people even get started? Where are competitive bids posted? I know there is huge demand for transmission planning and generation interconnection studies, for instance, but when I try to find public listings for RFPs, I can't find anything.
