What type of constraints should I use inbetween the layers in Abaqus?

I am thinking between concrete foundation - rubber bricks, and rubber bricks - ground floor. The rotating machinery causing dynamic loads on top of the concrete foundation will not be modelled, only the loads from here will be applied to the concrete foundation.

How should I constrain these "layers"? Can I avoid having to make interaction if its all going to be linear?

Concrete foundation and rubber bricks are made with solid elements, ground floor is shell element.
 
Will it be a linear dynamics study ? If yes then use tie constraint. If not, you may consider contact.
 
Why is tie constraint a good choice?

Edit: And it is a linear dynamic problem.
 
In a linear dynamics analysis you can't account for changing contact conditions so tie constraint which simulates perfect bonding must be sufficient.
