To answer your question, a typical design minimum H-pile embeddment in bridge pile caps is 6" (this includes batter piling shown in the sketch). That does not mean that 6" is right for all situations.

Does the agency you're working for have any requirements? As SRE said, 6" minimum is common but agencies have exceptions to the rule of thumb. For example, with NYSDOT the embedment can be anywhere fro 6" to 2'. A few thoughts...do you need to slope the abutment stem? That's a pain the @$$ to form. Flying wingwalls are typically tied to the abutment stem and not the footing.
