What is the Geiger Plate Method?

I am doing some research into different viscoelastic materials and see references to a Geiger Plate Method as shown on the following page:


The test provides a measure of Vibration Decay Rate but I'm unfamiliar with the test. Can anyone explain how it is performed and what data is taken?
