What is "Skipper Chair" in the storage tank design?

Definition? Functions? A reference design? Drawing?.. or whatever.
This is the client spec. that I am reviewing now and was quite puzzle of the terminology they use.

OK, I'm reaching here, but my "guess" is that your talking about ANCHOR CHAIRS on tank installations. This is a "design" to effectively hold down tanks that have some height to them. My 2 cents anyway, GOOD LUCK! ...Mark
