what is meant by bursting-current liminations in paper cables?

The electromagnetic forces produced by a large current can cause the lead sheath to burst. The bursting current may limit the cable to a smaller short circuit current rating than would apply if thermal conditions alone are considered.
Cable manufacturers are able to provide data re the maximum allowable short circuit current to ensure bursting does not occur.
