welding symbol??

Dear people,
what is the meaning of this symbol? Is this is a BW or FW?
For me it seems that one side must be chamfered, welded and after that a fillet weld 10.5 mm
And on the other side a fillet weld 14 mm

I would wager the flange is chamfered on both sides of the bore. Then there is a step on the far side for locating which would be taller than the chamfer leaving a fillet weld while the near side leaves the chamfer exposed requiring a bevel weld callout. This is all assuming there is a step for locating the flange longitudinally on the shaft.
