welding rebar

I have a client who operates a precast facility,he wants to get certified to weld A706 rebar ,I advised against it ,but he wants to move ahead, anyone know of a good reference.

I'm curious, why advise against it? I know of precasters who weld up their own embed plates with A706 bars. I imagine it saves the time and markup of having them fabricated elsewhere.

As for references, I'd start with AWS, AISC, PCI...
