What is the intended application? The carbon content of the 1095 CS is going to be a real problem for welding. The preheat requirement for welding 1095 CS is going to be at least 500 deg F. I would suggest using a nickel-base electrode, like Inconel 182, with tight stringer beads.

This material is intended for wearbars which are to be plug welded to a A36 T-rail embedded in the tank floor in a water treatment plant. This is not a critical application.
Ok.I would use 309 for plug welding, it is more forgiving, provided it is not exposed to water. If the plug weld is exposed to water, use E7018 H4 electrodes. Preheat requirements should be followed as above for the high carbon base material. Torch heating (rosebud style torch) is ok.
