Both ESAB and Lincoln Electric manufacture flux-filler combinations that will meet your requirements for submerged arc welding.

Since 1% Ni restriction is there:
1. E81081G- Esab OK 73.08 which gives consistent impact values~140 J @-10°C. The TDS shows 130J@-40°C. Ni~0.7 but ask for Ni<1 %.
2. In addition OK 73.15 is another E8018G consumable with Ni~0.9 with impact values as given in TDS as 120J@-50°C.
3. Lincoln 8018C3 & Lincoln Kryo-1 Ni<1% can be obtained, >90J@-40°C.
4. Oerlikon Carbofil-1 for continuous tacking followed by OE-SD3+OP121TT is a good combo but the consumables are rated 70 ksi. X65 is ~77 ksi material. So you mustensure consumables with correct UTS ...some clients may question this.
5. Lincoln LA90 for continuous tacking followed by LNS165+Lincoln 8500

Contact your local tech reps for the best combination of consumqables. I am not sure right now on Esab wire-flux combo and other Oerlikon cons. But am pretty sure they must have cons meeting your requirements.

Thanks and regards
