welded section torsion verification

I need to verify a welded section of a pipe loaded by torsion moment and connected (welded) to a plate.The welding is inside and outside the pipe. Can anybody suggest me a suitable way to do it? Is there any standard code that foresees it?
 
This is a very basic problem in structural analysis: if you have zero experience in structural calculations, you should ask for assistance by a professional.
Anyway, if the sum of the throats of the welds is at least some 40% higher than the pipe thickness (the 40% is a factor of safety to account for the unpenetrated fillet welds), your weld shall have a resistance to torsion higher than the pipe itself, and you can limit your analysis to the pipe. prex
