Are the design procedures used for carbon steel applicable to 316 stainless?

If so, where would references be found regarding the yield stress of 316 filler material?

Check ASCE 8 "Specification for the Design of Cold-Formed Stainless Steel Structural Members" it is the only American standard that I know of regarding stainless steel design

A 316 electrode has a tensile strength of 75 ksi from Table A15 from the above specification
