Weird Floating Toobars

Catia on my desktop PC works fine, but when I try to access the same program on my company laptop it looks totally different.

Biggest change is the floating toolbars that can't be attached to the borders. Also always starts a new part showing the ground and in perspective, even though I've turned these both off previously.

Please see attached screenshot.

Any idea what's going on?

In the top menu, use Tools + Options to change the interface from P3 to P2.
