WEB STIFFENERS

In a industrial structure design drawing, wherever a Shoe or Stub column coming, a stiffener is given on the beam web on NS, where as another beam is getting connected by a Shear tab on FS. Will this beam act as a STIFFENER??
Kindly clarify

Yes, if there is a connection to the web of a beam via angles or shear tab, this would be considered preventing localized buckling of the web. For high loads I will often put a stiffener on the opposite side of the connection as well.
 

It will depend on the detailing of the shear tab and beam connection. If the shear tab is welded to the loaded beam flange, then the stiffener will act as a stiffener for most purposes. If the shear tab does no meet the loaded flange, then it may restrain web buckling but not alleviate web crippling, web yielding, transverse flange bending, etc...
