We have all seen the large river mooring cells that were used to hold barges in place.
I need to speak with a structural engineer regarding the load capacities of these mooring cells.

Dan - you'd be better off contacting a local structural engineer, or a larger national firm that deals with this kind of structure - it is a specialty area of practice. I've done a couple barge facilities in Virginia, and I'd love to help, but I'm not licensed in Pennsylvania.
 
I went to a couple of Webinars by Nucor Skyline on marine structures where they discusses these. They called them cellular structures and they're used for a lot of functions. About halfway through this presentation they talk about some design aspects. A lot. But I'd still talk to either an engineer who designs these or contact Nucor Skyline and see if they know anyone who could help. Try engineering@nucorskyline.com.
