Water Vapor Barrier Coating Formulation Assistance

I need to develop a waterborne polymer plus additives water vapor barrier coating where transmission readings are approximately 70mg. per sq. meter per hour OR the lowest possible reading for a synthetic polymer formulation. Currently I am working with coated clays but my readings are not low enough. Any advice is appreciated. Thank you.
