Water source: Pump Tank System vs. Dedicated Fire Water Line

Sprinkling a 3 Family undergoing full gut renovation. Rear stairs (second means of egress) to be removed.
Acknowledging other compliance considerations such as furthest distance to exit, exit stairway code conforming, hydraulic calculations, etc. Can a properly sized tank system be used with a NFPA 13 or 13R design? Or at what point are you required to tap into domestic water supply with a dedicated fire line for this type of residential construction in Massachusetts?

I believe you can always choose to use a pump/tank assembly. However, most choose the municipal supply when available due to cost factors.

Depending on the house and the Building Code in effect at the time of permitting, you may be able to protect this with a NFPA 13D design.

I have encountered in North Adams, MA a restaurant with sprinkler protection having an indoor pressurized water storage tank for water supply. NFPA provides guidelines for such tank.
