Hi,
I have a membrane filtration unit and I need to sample the turbidity on the CFE pipe. I can not sample the water on the CFE pipe because there is not enough water pressure. what can I do to collect the water on the CFE? Is the gravity feed water flow in the vertical pipe a full flow pipe or partially fill pipe? Thank you

You're going to have to supply more info here.

First what is CFE pipe? It's not a common abbreviation like PVC or PE
We know nothing about your system so you need to describe it, draw it, provide a sketch showing levels etc

If the gravity feed is a downspout leading to an open tank then it's likely to be freefall and partially full. If you bock the end up and control the flow so that it is full of water then it's full of water.

turbidity measurement is usually some sort of inline device??
