The volume solids (%) could be found in data sheet from manufacturer. For the same paint system, can we say that the higher value is the better product?

I wouldn’t think so. Particle size, consistency, purity, solvent and / or carrier, manufacturing processes, age, and storage might influence it. Having said that, I do tend to think that manufacturers who use the most of an expensive component probably make a really good product because they are willing to invest in it.
