voltage regulating relay KVGC

hi,

Can anybody tell me that is it possible to configure KVGC relay to block RAISE & LOWER commands BOTH for overvoltage conditions?

For undervoltage, there is highset element for blocking both commands but can we have the same blocking option for overvoltage?

As in the manual, KVGC relay shall block the raise command only. Is it necessary to have a blocking for lower commands?
if so, why?
