Vehicle speed governor for GM vans 1

I have a customer requesting a device to restrict vehicle speeds for there fleet of 2011 GM vans. I don't know if they are looking for a adjustable or set speed, i.e 70mph. Does anyone know of a company that sells something that would flash the ECU or possibly a plug in device? Thanks,Rob
 
Yes, there is a very strict regulation in Europe limiting heavy trucks to 90kph (56mph). New devices (now almost universally incorporated in the engine management ECM) must go through a testing and certification process.

I just got the car monitor in the mail. It plugs into and is powered by the OBD2 CAN port on the car and has built in GPS and a wireless link. It can report starts, stops, pauses, speed limit exceedances, and boundary exceedances. GPS location accuracy is about 5 m typically.

Overall, a pretty nifty gadget that's the size of 1/3 pack of cigarettes.
