Hi, I am really new with this topic and I really need some help since there are some basic Knowledge I am not getting right.

I am trying to design an electric motor for a a car. I know the maximum values I want for torque and speed. But when i design the motor, do I design it according to those or to the rated ones?
Cause for example, for the basic sizing formula of T=D^2L, that torque should be my rated torque or my maximum torque?. Also the L is the stack length or the total motor length?
And the D is the rotor outer diameter or the Stator outer diameter?
I am really lost and I need to design a electric motor with a maximum torque of 21Nm and speed of 27k rpm and I dont even know how to start.
