I have an inclined borehole. I know the angle of inclination (deg from horizontal) and the length they drilled. I am trying to calculate out the relative depth that the drill has gone down vertically.
But, did he define it based on the assumption that "inclination" is an angle from vertical, and did he, or someone else, convert the typical angle, measured from vertical into its complementary angle?

Geotechs typically march to a different drummer. Since it is a vertical drill hole or nearly so we would deviate from the vertical. It is also why depths are considered positive numbers, not negative.
