Depends on how much they are oversized. This is a damper control with reheat - Flow will present the most issues. If the required flow is say only 25% of the capacity you will end up with real issues trying to get controllable airflows and space temps, at 75% it will probably work, or at least most of the time.
I recommend using a correctly sized box, as they typically all are capable of meeting reasonable specs (say NC35) and treating the noise as it's own mech/arch problem - Choice of box manufacturer, Acoustic rated ceiling tiles, lead-impregnated vinyl sheets around boxes, full height partitions, insulating boxes...
