Vacuum for Paving Millings?

I am trying to put together an E&S Plan for the parking lot milling. We would like to keep the plan under one acre so we proposed to mill from the curbs to 20 feet out and around key-cut areas (driveways and drainage) and overlay the remainder of the lot.

However, I would like to incorporated something into the plan that states that any millings generated will be immediately removed (if we place silt fence around the lot, we will have a disturbed area over 1 acre, thus requiring a NPDES permit, according to the conservation district). A member of my office has suggested using a vacuum to remove the millings, but I do not have any information on this and am not sure where to find some, any help is appreciated. As well as alternative BMPs.

Maybe you could specify that millings shall be removed within x hrs after work/at end of each day/when directed by Engieer. Then let the contractor figure out what/how/if vacuum will work.

Telling the contractor how to remove the millings gets into "means and methods", which designers usually try to avoid. State you want them removed, how quickly, how disposed of, how paid for, and let the contractor figure it out. Contractor could use laborers with brooms as opposed to vacuuming for the same effect - do you really want to lock-in the method of removal?
 
vacuum trucks are commonly used for potholing and possibly could be used for removing millings. Contact a utility locating firm for more info.
 
I run a vac masters of denver truck for the last year doing potholing and other related tasks. What is milling? with that info I could tell if a vac could remove it for you.
