using sound to test structural integrity of bridges

Reading the last statement in the article, I have a hard time envisioning equipment that can read the sound of water spraying on the bridge while a vehicle is driving across the bridge. The vibrations from the tires are going to be degrees of magnitude larger than a few water droplets hitting it.
