Using AWS D1.1. to weld A105 weldneck flanges to A106 reducer

We would like to weld a reducer to a weldneck flange with a full penetration weld in a V groove. The reducer is A106 which is included in the AWS D1.1 table of pre-qualified base metals but the weldneck flange is A105 and is NOT in the table of pre-qualified base metals. When I go through all of the pre-qualified base metals, it seems that non of them are pipe fittings (like a standard ANSI bolt pattern weldneck flange). It all seems to be plate, sheet, pipe, or tubing.

What am I missing? How do you weld standard weldneck flanges to pipe using AWS D1.1?
 
AWS D1.1 is for welded structural connections. Pipe fittings are not normally used for structural connections.

However, with D1.1, the Engineer, working on behalf of the Owner, can modify code provisions to accommodate specific conditions. This sound like one of those circumstances where the Engineer could include A105 forged flanges if it is suitable for the application.

Why are you using D1.1, and not the ASME 31.1 or 31.3 or API pipe spec's?
