Could someone point me to a publication on using anchorage of stirrups to provide shear resistance for stirrups without a cog or a hook at their ends ?

The shear capacity of not well developed reinforcement is not a very theoretical issue. You may get nothing at all. Only experiments can measure it. Sorry, I am not much help here.

Your might find this paper of interest;

"Effect of Stirrup Anchorage on Shear Strength of Reinforced Concrete Beams", ACI Structural Journal, 2011, Jul-Aug, Vol. 108, No. 4

It looks at the effect of improper anchorage. It isn't a design guide but may be of some use to you.
