How do I get the user expressions in the feature navigator tree to populate with expressions?

If you create a new, named expression, it should show up in the part navigator 'user expressions' folder. System generated expressions will not.

If I make a sketch say and I change the default name to length, they never show up in that folder for quick access

That's correct.

That being said, please contact GTAC and ask that an ER (Enhancement Request) be opened requesting that this behavior be improved.

Before I retired, this particular issue was being kicked around and my input was that the user should have explicit control over which expressions, user-defined or system-defined, would appear in the 'User Expression' folder. There are obviously times when it would be nice if a system-defined expression, as has been mentioned in this thread, would be accessible from the 'User Expression' folder. And conversely, there are many times where user-defined expressions should NEVER appear in the 'User Expression' folder, like formulas which define relationships which will never be altered, or parameters which are defined once simply to make it easier to reference them in multiple expressions but which are never intended to be modified from their original values. Anyway, that is what I would be asking for, the ability for the USER to control what expressions appear and what expressions do not appear in the 'User Expression' folder.

To get your expression to show up, try this:
Start a new file, go into the expression editor and create a new expression named "length" with a value of your choosing. Start a sketch, add a dimensional constraint and for the value, choose "formula"; in the expression editor choose "length" for the dimension expression value. Your new "length" expression will show up in the "user expressions" and it will control the sketch's dimension value.
