use of S20910 material without hardness for stem as per NACE MR 0175 Part 3 1

Is it permitted to use of UNS S20910 hot rolled material for stem as per NACE MR 0175 Part 3 without any hardness requirement as per table A.3. I understand from the table A.3 that the S20910 can be used without hardness requirement. Hardness of Max 35 HRC is only applicable when the above material is cold worked preceded by solution annealing. Pls clarify

The hot finished material will never reach the hardness limits. Go for it.

The hardness limitation applies in all cases, not just solution annealed and cold worked - then revert to Ed's post above.

But A.3 of NACE MR 0175 doesn't specify for such material in stem application requires hardness limitation. SO is there any other reference that support the requirement of hardness limitation for any delivery condition of UNS S 20910?.
