Use of Coal Tar Tape as external coating for steel pipeline

Is there any test to find out the coal tar component in a coal tar tape which is used for external coating of steel water supply pipeline ?
My Client is recommending to find out insoluable content % by wt. in petroleum ether solution. I want to is there any standard which specifies this test?
