USB data transfer 1

I would like to connect a USB mouse to a microcontroller. Is the data transfer like a shift register where the all the data is sent in a specific number of bytes. Inside the packet each piece of info such as x pos. and y pos. are contained in a specific set of bits? This being said, is there also a specific clock frequency that these events happen on?
