Is there any restriction in using XM-19 as Valve Steam material in Urea contaminated steam service

Considering the safety-critical nature of the equipment and the insidious nature of corrosion in urea plant, you should be referring this question to a paid consultant.

There are special alloys for Urea service.
Find an expert.
