According Table 5-21b, specifically, for Seismic Load, Allowable Anchor bolt stress shall not be exceed 0.8*Fy.

Can I use the yield strength as shown in material certificate attached?

When the allowable stress is based on the material yield strength, it is nearly always based on the minimum specified yield strength, not the actual tested yield strength.

However, if you have "actuals" for ALL the anchors, you can design to that number. How do you plan to ensure that those specific anchors, and no others, are used on your project. Any substitutions invalidate your calc's. That's why essentially nobody uses "actuals". You have to maintain nuke-grade traceability, and inspect 100% of the final installation.

If you design for the actual values, you may have a reasonable design, but you're generally not meeting the specification or code in question, either.
