Unreinforced Clay Tile Masonry Out-of-Plane Wall Anchorage

I am working on a seismic retrofit for a unreinforced clay tile masonry building in LA which was built in 1914. I'm trying to figure out a way to solve the out-of-plane wall anchorage problems without using thru-bolts because the building is on the National Register. The walls are 12" thick and I cannot find a post installed anchor (Hilti HY-20 or other type system) which has test data for thickensses less than 13". Does anybody know of either a post-installed anchor that would work or have a different detail which could be used for the anchorage requirements? Thanks.

Walk around and look at similar building in LA that have been seismically upgraded- Most use thru-bolts. I don't think I would trust anything else in that type of wall

That is really tough - not only because of the anchorage but because those types of walls tend to be pretty fragile.

Is it possible to build new interior stud walls that could be tied to the existing walls and then anchored??
