Unknown Safety Valve

Hello everyone,

Need some help to identify valve that has been installed on my Plant for the last 50 years.
Please find attached.
Is it safety valve? How does it works since the downstream flange is plugged? correct me if I am wrong though.
It is now installed on a non-active vessel that would be reactivated again.
Does the replacement of heavily corroded Plate (below the spring) is feasible and safety? Or what would be the like to like replacement as per newest design would be?

This is not a safety valve or pressure relieving device, it is a spring controlled feedwater spray device as stated in the right hand column to form a spray and assist to deaerate feedwater. I would look at purchasing a newer, replacement valve by working with a reputable valve supplier.
