Underground Storage Tank Structural Integrity

I need to verify that structural integrity of the secondary containment of a steel double-wall underground storage tank is not compromised after the addition of a 18" x 18" manway installed with self tapping screws and fiberglass mat. (see photo) Specifically that it can withstand a 6" Hg vacuum for 1 hour and other "forces" which I assume to be pressures generated during delivery. How would I show this using a calculation?
