Unbalanced superelevation

Alson known as "cant deficiency," what actually is unbalanced superelevation? I have ran upon this several times, and notice a majority of the code requires design to actual superelevation, but not to exceed like 7" (rail) of total superelevation (which is unbalanced and actual).

What is the physical definition of unbalanced superelevation, and how it relates to design?
 
Not a term I'm familiar with. Are you referring to railroads?
