Unable to do I/O Assignments

I am working on Ver 7 of SP Intools. This is the first time the program is used and was installed in late Feburary.
We have entered all the instruments, spec sheets, loaded JB with Device panels and cables. Connected the 24 pr from field JB to control room Marshalling panel. The next step is to do I/O Assignment with tagnames so we can do cross wiring in the marshalling panel.
When I/O is picked on the actions menu we only get half the screen. The left side with CS tag and tagnames. Sometime we get the error message cannot assign I/O becuase I/O card does not have channels assigned.

Did you make an DCS Cabinet?. there you have to make your racks . After that you can assign tagnumbers to the various card you want to put in, you can't assign i/o to a marshalling panel
