Is it possible to calculate the Ultimate shear strength of a bolt without testing. Bolt manufacturers usually supply the Tensile Strength, can it be determined from this?

Yes. You can calculate the tensile strength from the tensile strength (or get the info from the manufacturer data sheet) and then multiply it by 0.577 to get the ultimate shear stress. The bolt shear strength depends on the type of shear mode single area or double arae shear. Calculate the shear area and multiply by the shear stress to het the shear strength.

The 0.577 factor is from a yield criterion (known as one of the following: von Mises, Hencky, Distortion Energy, or Octahedral Shear Stress), but fracture behavior is not governed by yield behavior, so your three significant figure number is not accurate. The ultimate shear stress/ultimate tensile strength ratio varies by alloy and condition, with a general rule of thumb being ~ 0.6.
