ULC S601 horizontal tanks-repads at top of tank

Hi,

I cannot see anything in ULC S601 re repads at top of tank (above liquid level) on sec containment horizontal tank, for openings under 6 in dia. Am I mising something? We have 6 tanks in one job which all got their ULC labels.. but some have repads round 4 inch vent openings at top and some others do not. Since they are labelled I guess it is Ok but is there a convention if not code requiremnt?
Any comments would be appreciated. Thanks!
