I have been asked to provide a compliant submersible pressure transmitter by a company that is required to provide UL 508 panels for residential use.

Do I need UL certification and if so, which standard would apply? My customer states that he does not need UL 913 Intrinsically Safe certification.

UL 508 covers the enclosure construction, performance, marking as well as performance for the electrical devices. Consider obtaining a copy if you need to comply with UL 508.
