UL 142 & ULC 601

What is the minimum shell thickness as per UL 142 & ULC 601 standards for tank? the tank is 13ft diameter. MOC is SS304L. ULC 601 A1.4 states that tensile stress has been limited to 40% of maximum design stress. Does it applicable to SS304L as well for below -37.2 C service?
 
I don't have ULC 601 standard. The relevant page of UL 142 pasted below.
